I rated this a 7 not for what it's got but for what it's promising.
This could turn out to be a really well done RPG Maker similar to the RPG Maker series from enterbrain/ascii which it looks like you've taken inspiration from.
Either way this could be something really amazing when it's done but for now it's just not complete enough.

A bit simple, but that also makes it good.
Maybe adding some more features like different cars with different attributes such as speed/handling and some more levels and some music and this game could be even better :)

Nothing much to say, I've been using flash for a fair few years now but have never gotten around to completing any thing big. Hope to change that this year though and make a game people enjoy and want to play.
